As it is, if you wish your users to be forced to use a specific theme, it is quite easy, but IMHO, this should remain a 'by user' setting and not sitewide or even gedcom wide. There are, and will be shortly, some small changes in the management of theme presentation and management, including the ability to specify GEDCOM themes as an admin, regardless of whether ability for the USER setting is set to yes or no. The USER account setting, manageable from either the User Admin or the User > My Account, is SITE-wide, not GEDCOM specific, hence the title "My Theme". Then, depending on whether you allowed each user (individually modifiable) to modify their account information, or whether you allow ANY user to modify theme settings, that new user could conceivably change their SITE wide theme selection.
